Japan aggro budget

Hello from South Korea.

I started this game 3 days ago and I've reached Field marshal with this deck.

I thought Jap's infantry cards are too good in early games.

They even don't need to use operating costs. So these cards pressure enemy to use more operating costs than ours.

This is not the final version so you can make some variations.

If I have some hammer costs, I will add more 17th INFANTRY. cuz that cards give good buffs for artillery and early infantry.
